The error is that a number of files seem to be missing from the kit
         inc/Module/Install.pm
...

This warning is harmless (caused by an outdated MANIFEST) and can safely be ignored.
Will be fixed in the next release.

No information to work with. Unpack the tarball into a fresh directory and post the unabridged output of

perl Makefile.PL
make
